Insufficient system permissions cause this error code when the OLE Control Extension (OCX) file save cannot be completed. This error code is common when trying to save the OCX file to C: \ Windows \ system 32. In most cases, the DLLRegisterServer call fails due to a resolution issue and has nothing to do with the actual OCX component you want to register.
Fortunately, error 0x8002801c can be avoided by copying the OCX file to C: \ Windows \ SysWOW64 and repeating the process as an administrator. Fix error code 0x8002801C after failing to save OCX file
- Open File Explorer and go to the Windows section. Then go to Windows> System 32 and use the search bar to find the OCX file.
- Copy the OCX file to the clipboard. Then go back to the Windows folder and open the sysWOW64 folder. Then just paste the OCX file.
- Open the start menu (bottom left corner) and type “cmd”. Then right click on Command Prompt and select “Run as administrator”.
- At the command prompt, enter the regsvr32 + OCX component. In our case, the last command will be regsvr32 OCX. After pressing Enter, you will be asked if the file was saved successfully.

- At the command prompt, enter “sfc / scannow” and press Enter.
- Wait for the scan to complete.

Set library permissions under your username in Registry Editor.

- When prompted to confirm the user account, click Yes.
- Go to Registry Editor (regedit) and HKEY_CLASSES_ROOT \ TypeLib key
- Right click TypeLib, select Permissions and go to the Security tab.
- Make sure your username is in the user list. If so, make sure you have full control / remove restricted users from the list.
- Otherwise, click Add and enter a username. After adding, make sure the user has full control.
- Apply the changes and close the registry editor.
- Reboot your computer
