How to Fix Windows Live Mail Error 0X80048820

Error code 0X80048820 means that you are connected to the Internet but cannot download or send email.

It looks like Microsoft Windows Live programs are trying to sync through the Windows Time Service. However, this service was disabled because I faced the same problem. Therefore, I have taken the following steps to resolve this issue. You can try this solution below:

By deleting and reconfiguring the WLM account

One of the best ways to fix the problem once and for all is to delete your WLM account and then set it up again. Let’s see how.

Step 1. Launch the Windows Live Mail application and click “Tools” (three parallel lines at the top right). Now find in the Accounts menu and left click to open it.

Step 2: Now select the desired email account from the list and click on “Remove account from this device” at the bottom.

Click Save.

Step 4: Now you need to add the account again. So follow the steps in step 1 above to go to Tools> Accounts.

Step 5: Click the Add button, select an email account, click Next and enter your email address. Then enter the password and other details.

Click Next until you add all the data.

Step 6: When you have entered all these details, click the Next button and then click Finish.

You can now try sending an email and the error should no longer be displayed.

Configure Internet Explorer security settings to use SSL.

Secure Sockets Layer (SSL) is a security setting that allows you to connect to websites and online services to protect your account and your computer.
In Windows 7 and Windows Vista, click Start. Enter Internet Explorer in the search box, then click Internet Explorer in the list of results.

  • In Windows XP, click Start, click All Programs, and then click Internet Explorer in the list of results.
  • From the Tools menu, select Internet Options. (If you don’t see the Tools menu, press the Alt key on your keyboard.
  • On the Advanced tab, under Security, uncheck Server Certificate Revocation Check.
  • Make sure the “Use SSL 2.0” and “Use SSL 3.0” checkboxes are checked, and then click OK.

Make sure Internet Explorer is not configured to work offline.

If Internet Explorer is configured to work offline, you will not be able to connect to the Internet or Messenger.

  • In Windows 7 and Windows Vista, click Start. Enter Internet Explorer in the search box, and then click Internet Explorer in the list of results.
  • In Windows XP, click Start, click All Programs, and then click Internet Explorer in the list of results.
  • On the File menu, click Work Offline to clear the check box (if you don’t see the File menu, press Alt on your keyboard.
  • From the Tools menu, select Internet Options.
  • On the Connections tab, click Never select a connection and click OK.
  • Close Internet Explorer.
  • Try to connect.

Activate Windows Time Service

1) Go to Run, type services.msc and press ENTER.
2) Locate the Windows Time service, enable it, and make sure the startup type service is set to Automatic.
3) Go to “Run”, type “cmd” and press ENTER.
4) Enter the following command line
w32tm / resync

You will get the following output:

Send a re-sync command to the local computer
The command completed successfully.

Create a new account

  • Open Live Mail,
  • Delete your existing account.
  • Add a new account and activate the “Configure manually” option.
  • Now set your connection parameters to
  • Incoming Server Name: pop3.live.com
  • Server inbound port: 995
  • Outgoing server name: smtp.live.com
  • Outgoing server port: 25
  • SSL Required … Yes
  • Outgoing Authentication Required … Yes
